2.1 ORGANIZATIONAL CONTEXT
• The Durable Solutions Unit in UNHCR Cairo identifies and submits cases for Resettlement to different countries. One of the criteria for Resettlement is Medical Needs, for which a completed Medical Assessment Form (MAF) needs to be attached to the submission. A contracted medical doctor is needed to fill out the MAF as per the request of the Durable Solutions Unit.
2.2 Purpose and Scope of Assignment. Concise and detailed description of activities, tasks and responsibilities to be undertaken, including expected travel, if applicable.
The medical doctor will perform and carry out the assigned duties and responsibilities under the overall supervision of UNHCR Durable Solutions head of unit and undertakes the following duties:
• Liaise with the Resettlement unit focal point for MAF on daily basis to keep records of the needed MAF submissions and MAF reporting status;
• Liaise with UNHCR medical partners Caritas and Refuge Egypt to visit each partner and prepare needed MAF as per age relevance of the requested MAF;
• Consult PoCs medical records at Caritas and Refuge Egypt clinics for whom a MAF is requested with the full support of Caritas and Refuge Egypt medical directors, doctors and medical secretaries operating at both partner agencies;
• Contact by phone the PoC or as needed supported for a home visit to the PoC for whom a MAF is to be submitted with the full support of Caritas and Refuge Egypt medical secretaries and/or assigned personnel for making this contact freely and willingly including home visits if the PoC is bed ridden and upon the MAF medical doctor request
• Call upon the PoC for a complementary history and examination for completing the MAF as needed at Caritas or Refuge Egypt clinics with the full support of partner agencies to allocate needed privacy and space to that end
• Compile all supportive specialists, laboratory, diagnostic imaging and other tests reports as the supportive documents for the MAF filling with the full support of Caritas and Refuge Egypt medical secretaries and/or assigned personnel operating at both partner agencies including access to photocopiers for photocopying and attaching needed reports
• Search in the internet for all supportive reliable medical literature extracts to be reflected in the MAF relevant sections on complementary diagnostic tests further recommended in the RST countries, disease progress and complications, treatment lines, prognosis etc.. which can better defend the MAF submission
• Call upon UNHCR Durable solutions head of unit support at all times should a liaising and coordination support be needed with UNHCR partner agencies to fulfill any of the aforementioned procedural tasks for a MAF submission
• Call upon UNHCR Health MAF focal point support at all times should a liaising and coordination support be needed with UNHCR partner agencies to fulfill any of the aforementioned medical related tasks for a MAF submission that can include complementary specialists referrals assessment, diagnostic tests etc.. and for which any obstacles would be encountered
• Any other duties related to MAF preparation and submissions as requested by UNHCR Durable solutions head of unit
• It is estimated that each MAF doctor could prepare between 75-100 MAFs within the course of one (1) year. Upon request to complete a MAF for a specific case, the MAF should be completed within two (2) weeks time or less. If it would be a case warranting emergency processing, within three (3) working days or less. For each MAF completed, the doctor will be reimbursed 350 EGP.
• For cases originating in/around Cairo or Cairo suburbs, in/around Alexandria or Alexandri suburbs - only the payment of the prepared MAF (350 EGP) is provided.
• For cases originating outside of Cairo, Cairo suburbs, Alexandria, or Alexandri suburbs, such as for Damietta-based cases, transportation and DSA may be reimburseable but this will be determined on a case-by-case basis. Please note that DSA is only applicable if one overnights (100%) or if one spends more than 10 hours (40%) on mission.
2.3 Monitoring and Progress Controls,
Doctors are assigned MAFs for completion - normally within 10 working days. It is estimated that each doctor could be requested to complete 75-100 MAFs annually.
An annual evaluation is provided to each doctor.
