2.1 ORGANIZATIONAL CONTEXT
The Senior External Relations Associate reports to the Senior Liaison Officer to the League of Arab States (LAS). The position may encompass activities on Protection/Policy including Health, Education, Child protection, Statelessness and SGBV depending on the priority of the Office.
The Senior External Relations Associate liaises with colleagues in order to prepare the necessary documents and manage the flow of information.
Regular contacts with officials from the League of Arab States, Affiliated Arab Organizations and Embassies/ Permanent Delegations to the League, are made to prepare background information on relevant topics prior to the meetings, to respond queries and to obtain assistance of others on matters of relevant to the Office.
The post requires the ability to prioritize tasks and to organize work independently.
He/ She also represent UNHCR in relevant LAS Committees and Organs which require that UNHCR position on POCs is constantly disseminated and reflected.
2.2 FUNCTIONAL STATEMENT. Describe the accountabilities, responsibilities and authorities associated with the position.
Accountability (key results that will be achieved)
- Managing the flow of information and communications, prioritizing and highlighting issues that need to be addressed.
- Protection Notes and relevant UNHCR's Positions are identified and where appropriate disseminated.
- Prepare the background documents on Protection issues for meetings.
- Drafting meeting reports.
- Administrative and organizational issues in relation to UNHCR hosted events are well managed.
Responsibility (process and functions undertaken to achieve results)
- Stay abreast of political, social, economic and cultural developments in the region that have an impact on the protection environment for POCs.
- Facilitating effective information management through the provision of disaggregated data on PoCs and their problems.
- Draft periodic regional reports on Refugee situation in the Arab League Space to be disseminated to LAS Secretariat and concerned Embassies.
- Assist in providing comments and contribute by compiling necessary information for drafting the Regional Strategies (Child Protection, SGBV, and Health) and Country Plan of Actions to be addressed to LAS Member States.
- Assist in the preparation of statements that represent UNHCR's overall policies in the region and which highlight the specific protection areas. Propose and draft substantive correspondence.
- Draft Talking Points for the meetings, by researching relevant information; and by establishing contacts (within and outside UNHCR) on the subject matters to be discussed.
- Assist in the efforts to raise profile of UNHCR within the context of broader LAS system.
- Assist in organizing the Joint UNHCR-LAS Regional Workshops, and High level Conference on Protection issues.
- Maintain policy, confidential and general management files.
- Perform other related duties as required.
