- The Planning and Controls Manager will be responsible for the management of the preparation, monitoring and updating the Level I/II and III Schedule of a project, the programme of works for combined portfolio (EPC) for all stages involved (engineering, permits, procurement, supplies and construction works).
- Provide leadership and management to planning engineers, schedulers and cost engineers to plan, monitor, and control the execution of the project within the time and budgetary parameters, optimizing resource utilization.
- Develop systems and procedures for Project control functions on the onset of the project and as and when there are additional requirements in order to facilitate the process of monitoring progress.
- Manage and guide the project planning team to develop and install the project controls procedure, project schedules (level 1-4), and reporting systems specific to project.
- Implement the work schedule and monitor progress of the work for timely execution of the project through daily/weekly/monthly/ reports with respect to review of the overall project on a regular basis.
- Ensure that field project controls documents such as resources histogram, schedules, reporting systems, piping data base, material controls systems, etc. are fully developed by the designated personnel and reviewed by PMT and that E & P interfaces are addressed.
- Ensure current and baseline schedule, analyse the effect of proposed changes and maintain the baseline change control authorisation process.
- Manage the planning and scheduling of the project by developing a project master schedule in line with the proposal requirements through the application of the primavera P3/P6 software to understand the project deliverables, milestones, and required tasks and targets to determine the staffing requirements, and allotment of available resources to various phases of the project through the project measurement system.
- Monitor and manage the progress measurement system such as manpower histograms, which indicate the number of people required each month, progress S curves which will indicate the progress that the project makes at a given point of time etc, which are reviewed at periodic intervals.
- Carry out diagnostic studies on ongoing project/ construction, to measure what is achieved vis-à-vis the plan by the project control team based on progress reports and feedback to ensure timely completion by the and formulate an action plan to keep the project on schedule.
- Responsible for Project Planning, Progress Measurement & Control, Cost Control and Project Close Out activities during various phases of the assigned project(s).
- Ensure project control set up facilitates both internal management and external client reporting requirements.
- Ensure effective interface management to address all project level interface requirements of project controls with project management, document control, procurment and contracts.
- Work within the standard planning/scheduling procedures. Ensure that these procedures fulfil requirements and develop additional project specific procedures where necessary.
- Review and approve contractor planning and scheduling procedures, ensuring that they meet the requirements of client and the contract Project Coordination Procedures.
- Developing and managing tracking mechanical completion and system handovers.
- Providing experience-based estimates for best-case, most-likely, and worst-case activity durations as inputs to schedule risk analysis activities.
- Ensuring timeliness of deliverables (drawings, materials), monitoring engineering delivery schedules and procurement/expediting status reports.
- To ensure the timely preparation and issue of a full suite of baseline planning and reporting controls.
