2.1 ORGANIZATIONAL CONTEXT
There are currently 180,669 persons of concern (117,635 Syrians and 63,034 Africans and Iraqis) registered with UNHCR in Egypt. Refugees and asylum seekers in Egypt live in the urban settings and are mainly settled in areas within Greater Cairo and the cities of Alexandria and Damietta. Asylum seekers and refugees in Egypt face major difficulties in living and working in Egypt. In order to support persons of concern to meet their basic needs, UNHCR provides a wide range of services directly and through partners which include health care, education, legal assistance, psychosocial support, livelihoods, financial support and assistance identifying a durable solution as appropriate. To maintain the integrity of UNHCR Egypt services being rendered to persons of concern and that of its partners, a dedicated focal point for Fraud Management needs to be retained in order to monitor and address the weaknesses in procedures; conduct fraud assessments of cases alleged of perpetrating fraud; provide regular anti-fraud trainings; and guidance to staff members to combat fraud. The incumbent would develop and implement anti-fraud policies and procedures; and fraud management in the event of surfacing fraud allegations. Given that resettlement activities present high risks of fraud the incumbent will primarily work on fraud management in the context of resettlement. However, she/he may also assess cases of fraud related to UNHCR registration, RSD, protection or assistance procedures or services, as advised by the Deputy Representative. The staff member would fall under the direct supervision of the Deputy Representative but may receive guidance from other Heads of Unit within UNHCR Egypt. She/he will work in close coordination in the implementation of anti-fraud procedures with concerned sectors within UNHCR as well as external parties such as NGOs, IOM, resettlement countries or other resettlement partners.
2.2 FUNCTIONAL STATEMENT. Describe the accountabilities, responsibilities and authorities associated with the position.
Accountability (key results that will be achieved)
- Resettlement delivery is needs-based, non-discriminatory and prioritized for refugees most in need of this solution.
- UNHCR’s resettlement policies and standards are correctly and coherently applied.
- Persons of concern are made aware of UNHCR’s resettlement procedures and have fair and transparent access to and participation in the resettlement process.
- Fraud in the resettlement process is promptly identified and addressed.

Responsibility (process and functions undertaken to achieve results)
- Assist in revising and implementing procedures for promoting the resettlement of persons of concern as a protection tool, durable solution and in the context of comprehensive solution strategies
- Assist in assessing needs, preparing a strategy and budget for resettlement activities and monitoring expenditures.
- Assist in promoting and monitoring the implementation of UNHCR’s global resettlement policies, procedures and guidelines.
- Propose the development and enhancement of Standard Operating Procedures (SOPs), policy and guidelines for resettlement practices.
- Assist in guiding and capacitating the country operation to prepare consistent and quality resettlement submissions.
- Assist in monitoring resettlement activities to ensure progress against targets, transparency and efficiency in case submissions and appropriate follow-up with resettlement countries and other key stakeholders.
- Identify, interview, assess resettlement needs, and process persons identified for resettlement, following established procedures; undertake field missions as required.
- Provide support to selection missions by resettlement countries to the country.
- Systematically apply an Age, Gender and Diversity perspective in all aspects of the resettlement process; comply with UNHCR policy and guidelines on HIV/AIDS.
- Assist in mitigating resettlement fraud through oversight (including in-country travel), advice and guidance.
- Assist the country operation with group resettlement procedures, including planning, profiling, logistical arrangements, verification and post-verification follow-up.
- Assist in assessing resettlement needs, preparing a strategy and budget for resettlement activities and monitor expenditures.
- Liaise with resettlement countries and partners on individual and group resettlement cases, when required.
- Assist in managing a process to ensure that persons of concern and partners receive up-to-date and accurate information on UNHCR’s resettlement policies and procedures.
- Ensure that persons of concern are kept informed of case status.
- Maintain accurate resettlement statistics as well as up-to-date records on individual cases. Assist in the preparation of reports.
- Assist/support / facilitate resettlement-related training when necessary.
- Contribute to a communications strategy that generates support for UNHCR’s operations from external partners
Authority (decisions made in executing responsibilities and to achieve results)
- Decide and prioritize resettlement interviews of persons of concern.
- Provide counselling to persons of concern.
- Negotiate locally, as appropriate, with resettlement receiving countries on behalf of UNHCR.
