Purpose of the Study:
Based on this background, UNHCR supported by UNIDO, has taken the initiative to conduct a preliminary research in two pre-identified clusters for Syrian business activities (see section 3.1.1 for suggestions). The objectives of the study are to:
- Provide evidence on the economic impact of a spatially pre-defined areas of economic activities where Syrians have concentrated. This applies to micro, small and medium enterprises and the interactions and influences they have with Egyptian related economic activities through value chain analyses or other cluster-related. The impact study will look at individual industries/workshops and at the broader area/cluster perspectives.
This will be done through creating a situational analysis on these set-ups and on the ways in which they organically position themselves within economic clusters and sectors in Egypt and the activities/impacts they develop and stimulate.
- The research will serve as a basic benchmark of a quick scanning and profiling of the areas of economic activities and will inform the scope, methodology and resources of a comprehensive and more informative research/study that will follow.
- The research will give an overview of the different stakeholders engaged in the sector and will make necessary recommendations for better engagement and coordination among them.
- The study is intended to inform inclusive development plans that take into account Egyptian and Syrian economic activities.
Methodology:
The research will be built on both empirical field and desk research methods. It will thus use different tools to obtaining primary and secondary data. The details of both primary and secondary research directions are discussed below.
3.1 Primary Research: Where to conduct the Study;
Primary data collection will engage different tools: consultative meetings and discussions with concerned staff from UNHCR, UNIDO other UN Agencies, and concerned stakeholders from both the business and public entities. It will also engage focus group discussions, structured or semi-structured interviews whenever deemed needed.
As for the main study areas, which will be visited, profiled and analyzed: Two pilot areas representing hubs for Syrian investments/industries/workshops are proposed. They represent both medium, small and micro enterprises in order to provide a realistic and comprehensive overview as the sets of challenges and impacts are quite different.
The study will look closely at the economic hubs from both levels of studying some of the existing economic activities on an individual basis and on the level of looking at the impact of creating such hubs on the area of presence (cluster) and on the value chain and economy from a broader perspective.
3.2. Secondary Research: The Desk Research Body;
Desk research must build a sound argumentation for the discussions on the impact. Whenever possible, it is preferred that discussions are set towards quantifying that impact (if not in real terms it could be estimated by using the pilot areas as a benchmark).
 
Key Outputs/Deliverables 
a) An initial report 6 weeks following the inception of the study with relevant evident-based information and analysis of impacts, profiles, relationships, actors and discussions. The inception of the study is expected to be in the first week of August. Data collection of both secondary and primary resources will be conducted during August/beginning of September. Initial report is expected to be received by third week of September.
b) Findings from these reports to be presented at to UNHCR senior management and concerned staff and to be presented later in two important events in early October which could engage higher level of Egyptian public counterparts. A detailed and comprehensive report should be finalized and ready by mid-October.
